摘 要
“绿水青山就是金山银山”。近年来，随着国家和地方各级政府对生态环境保护、生态环境建设的高度重视和投资力度的加强，公众生态环境保护意识日益提高，对生态旅游需求增加，并由此催生和促进了生态旅游业的发展。适度开发旅游资源，发展生态旅游产业，在满足游客生态旅游需求的同时，落实精准扶贫的国家政策，带动农民就业，促进农民增收，推动地方经济发展。

湿地保护项目，是山西省第一家在保护湿地的基础上开展湿地旅游的生态景区。如何在建设保护好湿地公园生态环境的前提下，适度开发旅游项目，为垣曲县带来生态效益和经济效益，推动垣曲县生态旅游业的发展，是本文写作的动因。
本策划目的是，在保护湿地生态环境的基础上，利用垣曲县独有的湿地资源、自然景观和历史民俗文化，打造生态观光与生态教育为一体的旅游品牌，提高湿地公园的知名度和游客吸引力。本策划目标是，对旅游市场环境以及旅游者需求进行探究分析，以此为依据，结合垣曲县实际情况，合理规划生态旅游项目，开发特色旅游产品，增加游客数量。
为做好本策划，笔者：首先，进行了文献研究、实地考察、现场调研和问卷调查，以获取真实有效的资料信息；其次，对湿地公园的旅游营销现状、存在问题、市场需求和竞争状况、游客生态旅游需求偏好及满意度等进行了分析研究；最后，在此基础上，运用市场营销原理进行系统性的营销策划，提出了在保护好湿地公园生态环境的前提下，利用其旅游资源，因地制宜适度发展生态旅游项目、开发特色旅游产品的营销策略方案。
MARKETING PLAN OF SHANXI ANCIENT CITY NATIONAL WETLAND PARK
ABSTRACT
"Green water and green mountains are golden mountains and silver mountains". In recent years, with the national and local governments at all levels attaching great importance to ecological environment protection and ecological environment construction and strengthening investment, the public awareness of ecological environment protection is increasing, and the demand for ecotourism is increasing, which has given birth to and promoted the development of ecotourism.
