长江经济带土地财政区域差异及其驱动因素研究
摘 要
本文采用变异系数法对20032016年长江经济带103个地级（及以上）城市的土地财政收入区域差异进行定量测度；在理论分析的基础上利用多元线性回归模型分析土地财政区域差异形成的驱动因素。研究发现，长江经济带城市间土地财政指标存在明显的区域差异，整体呈U型曲线分布且这一差异总体呈现波动下降的特征。上中下游区域内土地财政区域差异大小比较为：上游>中游>下游，且各流域之间土地财政的区域差异在近几年来开始趋同。长江经济带层面上，土地财政的关键驱动因子主要为地区经 *51今日免费论文网|www.51jrft.com +Q: ^351916072^ 
济发展水平、房地产投资水平、金融资本吸附水平和城市建设水平。从上中下游地区来看，虽然经济发展水平仍是土地财政区域差异的主要驱动力，但长江经济带不同区域呈现分异现象。土地财政区域差异背后驱动力在上中下游地区的差异化表现，说明目前长江经济带各区域的发展战略和治理手段仍需保持较大弹性，需要因城施策。
REGIONAL DIFFERENCES AND DRIVING FACTORS OF LAND FINANCE IN THE YANGTZE RIVER ECONOMIC BELT
ABSTRACT
The coefficient of variation method is used to quantitatively measure the regional differences of land fiscal revenue in 103 prefecturelevel (and above) cities in the Yangtze river economic belt from 2003 to 2016. On the basis of theoretical analysis, the driving factors of regional differences in land finance are analyzed by using multiple linear regression model. It is found that there are obvious regional differences in land financial indexes among cities in the Yangtze river economic belt, which are distributed in a ushaped curve and show the characteristics of decreasing fluctuation. In the upper, middle and lower reaches of the region, the difference of land finance region is as follows: the difference of land finance region in the upper, middle and lower reaches of the > is the downstream of the middle reaches of the >. At the level of Yangtze river economic belt, the key driving factors of land finance are mainly the level of regional economic development, the level of real estate investment, the level of financial capital absorption and the level of urban construction. From the perspective of upper, middle and lower reaches, although the level of economic development is still the main driving force of the regional differences in land finance, different regions of the Yangtze river economic belt show the phenomenon of differentiation. The differential performance of the driving force behind the regional differences in land finance in the upper, middle and lower reaches indicates that the development strategies and governance means of each region of the Yangtze river economic belt still need to be relatively flexible, and the strategies should be taken according to the city.
