耕地质量提升项目效益评价
摘 要
十九大报告提出，农业农民农村是关系国计民生的根本性问题，而解决好三农问题也是当前工作的重中之重。在乡村振兴战略背景下，耕地质量提升项目则是保护耕地，提高耕地持续生产能力，从而保障国家粮食安全的重要抓手。众多耕地质量提升项目的规划和实施使得耕地在粮食生产、承载生活、美化环境、经济发展、优化空间布局等方面的功能不断提升，而围绕耕地质量展开的研究多从如何对耕地质量分等定级以及提升耕地质量的措施展开，缺少对耕地质量提升项目实施后的效益展开评价，本文通过选取全国各省耕地亩均产量和亩均产值数据进行比较分析，来论证耕地质量提升项目实施后对亩均产量和亩均产出的效益，从而为耕地的质量、数量等的保护提出一定的意见。

eteenth National Congress of the Communist Party of China pointed out that agriculture, farmers and rural areas are fundamental issues related to national economy and peoples livelihood, and solving the problems of agriculture, rural areas and farmers is also the top priority of the current work. In the context of the rural revitalization strategy, the cultivated land quality improvement project is an important starting point for protecting cultivated land and improving the sustainable production capacity of cultivated land, thereby ensuring national food security. The planning and implementation of many cultivated land quality improvement projects have continuously improved the functions of cultivated land in food production, lifesupporting, beautifying the environment, economic development, and optimizing the spatial layout. The research on the quality of cultivated land is mostly based on how to classify the quality of cultivated land. The measures for improving the quality of cultivated land and the improvement of the quality of cultivated land are lacking. This article lacks an evaluation of the benefits after the implementation of the cultivated land quality improvement project. This paper selects and analyzes the average output of cultivated land per mu and the average output value of acres of various provinces in the country to compare and analyze the cultivated land quality improvement project. The benefits of average output and output per mu, so as to provide certain opinions for the protection of the quality and quantity of cultivated land.
