关于我国村级土地利用规划编制几个基本问题分析
摘要
研究目的：根据目前村级土地利用规划研究的背景进一步了解村级土地利用规划编制的 *51今日免费论文网|www.51jrft.com +Q: *351916072* 
基本理念。从规划定位和编制原则出发，依据“多规合一”、协调解决用地矛盾、加强精细化管理和尊重农民意愿的目标，找出村级土地利用规划中现存的问题并提出相关建议。研究方法：文献研究法，归纳综合法。研究结果：目前村级土地利用规划编制存在三个方面的问题，即编制本身存在的问题、编制理论中存在的问题和实施过程中存在的问题。编制本身存在的问题包括编制工作量大、法律地位低和公众参与意识淡泊三个方面；编制理论中存在的问题包括忽视农村土地利用的重要性和规划编制的微观指导作用不强；实施过程中存在的问题属于村级土地利用规划编制现存的最严重的问题，其中包括基础数据获取难度大技术要求高、区域资源禀赋差异大、总体规划与专项规划之间衔接困难、监管不到位这五个方面。研究结论：规划编制者在制定规划方案前需充分了解村级土地利用规划编制的理念和定位以明确规划编制的目标和现存问题，同时在规划实施过程中需因地制宜、协调衔接总体规划与专项规划同时要加强监管，保证规划的顺利实施。
ANALYZE THE BASIC ISSUES OF CHINA MAKING LAND USE PLANNING ON VILLAGE LEVEL
ABSTRACT
The purpose of this study is according to the research background of villagelevel land use planning, we can further understand the basic concept of villagelevel land use planning. Starting from the principle of planning positioning and preparation, according to the goal of "multirule integration", coordinating the settlement of land conflicts, strengthening fine management and respecting the wishes of farmers, identify the existing problems in villagelevel land use planning and put forward relevant suggestions. This topic is analyzed and discussion in this thesis by the study of literature and comprehensive analysis. The results indicate that there are three problems in the preparation of villagelevel land use planning, namely, the problems in the preparation itself, the problems in the preparation theory and the problems in the process of implementation. The problems of the preparation itself include the large workload, low legal status and the lack of public participation consciousness, the problems in the preparation theory include ignoring the importance of rural land use and the microguidance role of planning preparation is not strong, and the problems in the implementation process belong to the most serious problems existing in the preparation of villagelevel land use planning, including the high technical requirements of the difficulty of obtaining basic data, the large difference of regional resource endowment, the difficulty of bridging between the master plan and the special plan, and the lack of supervision. The conclusion is that the planner sits in the planning plan to fully understand the concept and orientation of the villagelevel land use planning preparation to clarify the objectives and existing problems of planning preparation, and at the same time, in the process of planning implementation, it is necessary to strengthen supervision and ensure the smooth implementation of the plan.
