国土空间规划中城镇开发边界弹性研究
摘 要
我国国土空间规划正是我国空间规划发展到一定程度的必然产物，充分体现了规划发展的先进性与时代性，具有十分重大的科学意义与社会意义。其中城镇开发边界作为国土空间规划的重要内容，是生态文明建设和可持续发展的重要保障，在空间规划中发挥着至关重要的作用。而城市开发边界的弹性机制则关乎着城镇在新的国土空间格局中能否更具灵活、效率的发展，是城市开发边界应具有的重要属性。目前我国对城镇开发边界已进行了深入的研究，本文在国土空间规划视角下对城镇开发边界的起源、国内外研究进行了整合，并对以南京市为重点案例，对国内城镇开发边界实践进行了评价分析，在此基础上对城市开发边界的弹性建设进行了思考并提出了若干意见，以期对今后的研究提供帮助。

nevitable product of the development of Chinas spatial planning to a certain extent, fully embodies the advanced nature and modernity of planning development, and has great scientific and social significance.And the town development boundary is an important content of national land spatial planning, an important guarantee for ecological civilization construction and sustainable development, and plays a vital role in spatial planning. The elastic mechanism of the urban development boundary is related to whether the town can develop more flexibly and efficiently in the new land spatial pattern, which is an important attribute of the urban development boundary. At present, China has conducted indepth research on the urban development boundary. This article integrates the origin of the urban development boundary, domestic and foreign research from the perspective of land and space planning, and carries out the practice of domestic urban development boundary with Nanjing as the key case. Based on the evaluation and analysis, on this basis, the flexible construction of the urban development boundary is considered and some suggestions are put forward, in order to provide help for future research.

引言：自新中国成立，尤其是改革开放后，各类各级的规划推动着国家的快速城镇化，并在国土空间开发利用以及自然资源和生态环境保护等方面发挥着重要作用。但也存在着“多龙治水”的国土空间管制格局[1]，存在着规划类型过多、内容重叠冲突，审批流程复杂、周期过长、地方规划朝令夕改等问题。此外在快速城镇化背景下，资源储存与生态环境的压力也越来越大，人口、资源、环境的约束性不断加强，发展问题也日益复杂[2]。
