摘 要改革开放四十年来，我国中小企业对促进经济增长、扩大就业、满足人们日益增长的美好生活需要以及技术创新等方面的贡献不断上升。但在整体经济下行的背景下，中小企业融资愈加困难这一世界性、普遍性问题也使得我国经济发展乏力、社会矛盾增多，并且在中小企业旺盛而无奈的融资需求下，滋生了更多不健康、不合法的融资渠道，所以解决好中小企业融资难问题，优化中小企业融资环境迫在眉睫。本文选择将山东省中小企业融资难问题作为研究方向，以山东省近三年的经济发展数据为基础，对山东省中小企业融资难的原因进行理论分析与实证分析，结合山东省的实际情况与实证结果所得出的结论，从加大政府支持、促进金融市场健康有效发展和提高中小企业自身素质三个方面提出对策建议。目前，对山东省中小企业融资难问题大部分基于政策与理论研究，缺乏实证研究，本文的创新之处是基于山东省近代表性中小企业相关数据做进一步研究，更加微观、量化地探索中小企业融资困境的成因，并为正在脱虚向实的中小企业提高融资动能。

Abstract

contributions to promoting economic growth, expanding employment, meeting people’s growing needs for better life and technological innovation .However, in the context of the overall economic downturn, small and mediumsized enterprises to raise financing, which also makes China’s economic development sluggish and social contradictions increase. And in the small and medium enterprises strong and helpless financing needs to breed more unhealthy ,illegal financing channels. Therefore ,it is urgent to solve the financing problems and optimize the financing environment of smes.
This paper chooses the financing difficulty of small and mediumsized enterprises in Shandong province as the research direction, based on the economic development environment of Shandong province in the past three difficulties, thee causes of financing difficulties for small and mediumsized enterprises in Shandong province are analyzed theoretically and empirically. Based on the actual situations of Shandong province and the conclusion obtained from the empirical results, from increasing government support, promoting the healthy and effective development of the financial markets and improve the small and mediumsized enterprises own quality three aspects put forward countermeasures and suggestions.
At present, the research on the financing of small and mediumsized enterprises in Shandong is mostly based on theory and policy research, but lack of empirical research. The innovation of this paper is based on the data of representative small and mediumsized enterprises in Shandong province, To further explore the causes of smes and to provide financing kinetic energy for small and mediumsized enterprises that are taking off the virtual reality.

1.研究背景
改革开放已走进了新时期,回望过去五年来我国所取得的成就，无论从就业角度还是社会财富的积聚与流动角度乃至对国家财政方面的支持，中小企业都发挥了不容忽视的作用。并且随着我国大众创业、万众创新方兴未艾，比大企业更具创造潜力的中小企业将是推动我国经济发展的主力军。毋庸置疑，中小企业在整体上具有国民经济战略重要性。
