河南省濮阳市新农合参保农民满意度研究
摘要
新农合是我国政府为使农民重新享有基本医保服务于2003年提出实行的制度，新农合试点至今已经经过了近十七年的时间。自从新农合制度推广以来，参保农民总数不断上涨，参保率逐渐稳定在较高水平，并于2009年进入后新农合时代。调查濮阳市参保农民对新农合医保的满意度，通过实证分析探索影响参保农民满意度的因素，为濮阳市医保体系的完善提供切实的政策建议。本文将濮阳市新农合的参保农民作为研究对象，构建多元回归方程进行实证分析，通过研究发现缴费方式、起付线、报销程序、报销比例、宣传工作、定点医疗机构医疗水平、参保农民对新农合的了解程度以及参保农民对新农合改善农村居民看病就医困难问题的看法对参保农民满意度的影响较大。针对影响参保农民满意度的因素提出建议措施，适当降低个人缴费标准、完善报销机制、加强定点医疗机构建设和加强宣传工作。
A STUDY ON THE SATISFACTION OF FARMERS PARTICIPATING NEW RURAL COOPERATIVE MEDICAL SYSTEM IN PUYANG CITY OF HENAN PROVINCE
ABSTRACT
The new rural cooperative medical care system (NCMS) was put forward by the Chinese government in 2003 to enable farmers to enjoy basic medical insurance services again. Since the introduction of the new rural cooperative medical care system (NCMS), the total number of insured farmers has been increasing, and the insured rate has gradually stabilized at a high level. In 2009, our country entered the postncms era. To investigate the satisfaction of the farmers participating in the new rural cooperative medical insurance system in puyang city, and explore the factors affecting the satisfaction of insured farmers through empirical analysis, so as to provide practical policy suggestions for the improvement of the medical insurance system in puyang city. This article will take insured farmers of puyang city as the research object, build multivariate regression equation for the empirical analysis, through the study found that payment methods, starting line, reimbursement procedures, reimbursement ratio, propaganda work, the medical level of designated medical institutions, the understanding degree of insured farmers to the new rural cooperative medical care system and the views of insured farmers to the new rural cooperative medical care system to improve the difficulty of rural residents to see a doctor have bigger influence on the satisfaction of insured farmers. In view of the factors affecting the satisfaction of insured farmers, this paper puts forward suggestions and measures, appropriately reduce the individual payment standard, improve the reimbursement mechanism, strengthen the construction of designated medical institutions and strengthen the propaganda work.
