外商直接投资的环境效应检验
——基于山东省面板数据的实证分析
摘 要
经济发展与生态环境质量密切相关，如何处理好“金山银山”与“绿水青山”的关系一直是我国多年来致力解决的问题，外商直接投资的环境效应作为发展与环保议题的一个分支备受各界的关注。山东省作为沿海经济大省，也一直是我国外商直接投资的重点省份，探究外商直接投资的环境效应对于作为新旧动能转换试验区的山东省有重要意义。本文运用最新的相关数据对山东省的外商直接投资和环境状况进行了分析，并且对山东省17个地级市20072017年的面板数据进行计量统计，研究了FDI对山东省整体和对半岛城市群各市环境的影响。结果表明，外商直接投资使得山东省整体工业二氧化硫排放减少、工业废水排放增加，而对半岛城市群的环境效应则为负。因此，山东省应抓住新旧动能转换试验区的机遇，合理引导FDI产业布局，充分发挥FDI的技术溢出效应。
TEST FOR THE EFFECT OF FOREIGN DIRECT INVESTMENT ON ENVIRONMENT POLLUTION:EMPIRICAL ANALYSIS OF PANEL DATA FROM SHANDONG PROVINCE

Economic development is closely related to the quality of ecological environment. How to deal with the relationship between "mountains of gold and silver" and "clear waters and green mountains" has been a problem that China has been trying to solve for many years. As a branch of development and environmental protection, the environmental effect of foreign direct investment (fdi) has been paid much attention. Shandong province, as a large coastal economy province, has always been a key province of foreign direct investment in China. It is of great significance to explore the environmental effects of foreign direct investment in Shandong province, which is a pilot zone for the conversion of old and new driving forces. In this paper, the latest relevant data are used to analyze the foreign direct investment and environmental status of Shandong province, and the panel data of 17 prefecturelevel cities in shandong province from 2007 to 2017 are measured and counted, so as to study the impact of FDI on the environment of Shandong province as a whole and urban agglomeration of the peninsula.The results show that foreign direct investment reduces the emission of industrial sulfur dioxide and increases the emission of industrial waste water in Shandong province, but has a negative environmental effect on the urban agglomeration of the peninsula. Therefore, Shandong province should seize the opportunity of replacing old growth drivers with new ones, reasonably guide the layout of FDI industry, and give full play to the technology spillover effect of FDI.
