外商直接投资与雾霾污染
——基于中国市级面板数据的实证分析
摘 要
随着改革开放的深入，中国已成为外商直接投资主要流入国，外商直接投资在推动经济快速发展的同时，日益扩大的生产活动也加剧了我国的环境污染。本文选取基础设施行业中的燃气行业作为研究对象，将外商投资企业进入城市燃气行业事件视为一项准自然实验，以20052015年中国市级面板数据为样本，采用多期双重差分模型探究燃气行业外商直接投资的进入对雾霾污染的影响，并对影响机制进行进一步检验。研究结果表明 *51今日免费论文网|www.51jrft.com +Q: *351916072* 
：第一，从整体来看，外商直接投资进入燃气行业对改善雾霾污染具有显著作用，一系列稳健性检验结果强化了这一结论；第二，从南北方区域差异来看，相比于北方城市，进入南方城市燃气行业的外商直接投资对雾霾污染的改善效果更好；第三，从影响机制来看，外商直接投资进入城市燃气行业通过结构效应、技术效应、规制效应减少了雾霾污染。本文的研究结论为政府调整招商引资政策及制定环境保护政策提供建议。
FOREIGN DIRECT INVESTMENT AND HAZE POLLUTION
——AN EMPIRICAL ANALYSIS BASED ON CHINESE CITY
PANEL DATA
ABSTRACT
With the deepening of reform and opening up, China has become a major inflow of foreign direct investment. While foreign direct investment promotes rapid economic development, increasing production activities have also aggravated Chinas environmental pollution. This paper selects the gas industry in the infrastructure industry as the research object, and regards the incident of foreigninvested enterprises entering the city gas industry as a quasinatural experiment, using Chinese citylevel panel data from 2005 to 2015 and MultiPeriod DifferenceinDifference model to study the effect of foreign direct investment into the gas industry on haze pollution, and further examine the effect mechanism. The results show that: firstly, from an overall perspective, foreign direct investment into the gas industry has a significant effect on improving haze pollution, and a series of robustness test results strengthen this conclusion; secondly, from the perspective of regional differences between north and south, compared with northern cities, foreign direct investment into the gas industry in the southern cities has a better effect on improving haze pollution; thirdly, from the perspective of the effect mechanism, foreign direct investment into the gas industry has reduced haze pollution through structural effect, technical effect and regulatory effect. The research conclusions of this paper provide suggestions for the government to adjust foreign direct investment policies and formulate environmental protection policies.
