摘 要
科学地评价高技术产业各细分行业的创新效率,对于促进高技术产业持续健康发展并带动国家贸易增长具有重要影响。本文采用DEA模型,利用20092017年我国高技术产业4大类17个细分行业的研发面板数据,测算了我国高技术产业的创新效率指标。研究结果表明:我国高技术产业综合技术效率呈现缓慢的波动状态。效率提高的行业中,规模效率上升是促进产业快速发展的重要原因。效率下降的行业,一般由纯技术效率和规模效率同时拉动。动态分析中,20092017年全要素生产率基本呈现小幅度的下降趋势,最大原因在于技术进步率的下降,而技术效率在9年里几乎维持同一水平。这说明我国高技术产业投入的资本和劳动获得了较低的收益,可能是因为配置效率的低下,表现为经济产出增长的低质量。因此决策者还需要进一步提升高技术产业管理水平,提高资源利用效率,适当调整产业的配置整合能力、提高企业的管理水平,进而实现创新驱动发展的战略目标。

ABSTRACT
To scientifically evaluate the innovation efficiency of hightech industries will have an important impact on promoting the sustainable and healthy development of hightech industries and promoting the growth of national trade. Based on the panel data of 17 subsectors of Chinas hightech industry from 2009 to 2017, this paper calculates the innovation efficiency index with the help of DEA model. The results show that the technical efficiency of Chinas hightech industry fluctuates slowly. In the industries with improved efficiency, the increase of scale efficiency is an important reason to promote the rapid development of the industry. In the industries with declining efficiency, it is generally driven by both pure technical efficiency and scale efficiency. Based on the dynamic analysis, total factor productivity showed a small decreasing trend from 2009 to 2017, and the biggest reason was the decline in the rate of technological progress. However, the technical efficiency was almost at the same level in nine years. This shows that in recent years, the capital and labor input of Chinas hightech industry have obtained low returns, which may be due to the low allocation efficiency, which is reflected in the low quality of economic output growth. Therefore, decisionmakers need to further improve the management level of hightech industry, improve the efficiency of resource utilization, appropriately adjust the allocation and integration ability of hightech industry, and improve the management level of enterprises, so as to realize the strategic goal of innovationdriven development.
