四川省农业支持保护补贴政策有效性评估——基于灰色关联分析
摘 要
近些年来，我国农业发展取得了长足的进步，总产值不断提升，农民收入不断提高，农业现代化水平也有了明显的提升。但是古人云：民以食为天，如果粮食安全问题得不到保证，社会经济的其他部门也不能够安心地发展。2004年，我国推出农业“三项补贴”政策，旨在提高粮食产量，维护我国粮食安全。十多年来，我国粮食产量有了大幅度提升，但与此同时，“三项补贴”政策在现阶段的有效性也成为一个值得研究的问题。
四川省是我国产量大省，也是受各种农业政策影响较大的地区之一。近年来四川省对外劳务输出增加，越来越多的农民不再愿意从事农耕生产。这一显著的变化使得四川省的农业支持保护政策的有效性变得非常值得探讨。本文将收集整理20142018年四川省农业相关数据，通过灰色关联分析法判断四川省农业支持保护补贴政策的有效性，并且通过得出的数据，结合 *51今日免费论文网|www.51jrft.com +Q: &351916072& 
本地实际情况，提出若干政策建议。
Evaluation on the Effectiveness of Agricultural Support and Protection Subsidy Policies in Sichuan Province
——Based on Grey Relation Analysis
ABSTRACT
In recent years, Chinas agricultural development has made considerable progress, the total output value continues to increase, farmers income continues to improve, and the level of agricultural modernization has also been significantly improved. But the ancients said: food is the most important thing for the people. If food security is not guaranteed, other sectors of social economy cannot develop in peace. In 2004, China launched the policy of "three subsidies" for agriculture, which aims to increase grain production and make sure of the food security. Over the past decade, Chinas grain production has been greatly improved, but at the same time, the effectiveness of the "three subsidies" policy at this stage has become a problem worthy of study.
Sichuan Province is one of the most productive provinces in China, and it is also one of the regions affected by various agricultural policies. In recent years, the export of labor services in Sichuan Province has increased, and more and more farmers are no longer willing to engage in agricultural production. This significant change makes the effectiveness of agricultural support and protection policies in Sichuan Province worth exploring. This paper will collect and sort out the relevant data of agriculture in Sichuan Province from 2014 to 2018, evaluate the effectiveness of agricultural support and protection subsidy policies in Sichuan Province through the grey relation analysis method, and put forward some policy suggestions based on the data obtained and the local actual situation.
