农地流转对江苏农户有机肥施用的影响
摘 要
目前，中国农地流转面积已占耕地总面积1/3以上,随着非农就业的进一步发展和大量农村人口因老龄退出农业经营，在不远的将来，转入地将在农户经营的土地中占据主导地位。在此情形下，土地流转的负面影响得到了广泛关注。有机肥是中国传统农业中的重要肥料，对于土地质量改良有十分显著的作用。如果由于土地流转造成有机肥施用减少，这将极为不利于我国的耕地保护和农业可持续性发展。本文选用logit模型，基于小规模土地转入农户，检验农户在自家地和转入地上施用有机肥行为的差异。实证结果表明：农户会对转入地和自家地区别对待，农户往往不会在转入地上施用有机肥，在此基础上，我们提出规范土地流转程序、激励农户施用有机肥的政策建议。

ABSTRACT
At present, Chinas agricultural land transfer area has accounted for more than 1/3 of the total cultivated land area. With the further development of nonagricultural employment and the large number of rural populations withdrawing from agricultural management due to aging, in the near future, the transfer area will play an important role among the land operated by farmers. In this situation, the negative impact of land transfer has received widespread attention. If the application of organic fertilizer is reduced due to land circulation, this will be extremely detrimental to Chinas cultivated land protection and sustainable agricultural development. In this paper, the logit model is used to examine the difference in the behavior of farmers applying organic fertilizer on their own land and on the transferred land. The empirical results show that: Farmers will treat the transferredin land and their own land differently. Farmers tend to reduce the use of organic fertilizer on the transferredin land. On this basis, we put forward policy recommendations to standardize the land transfer procedures and encourage farmers to apply organic fertilizer.

引言
土地流转是培育现代农业的关键途径。1990年，全国进行农地流转的农户数占农户总数的0.9%，耕地流转率为0.44%（农业部农村合作经济研究课题组，1991）。到1998年，有近1/6的农户，1/20的土地参与土地流转（张照新，2002）。截至2006 年，全国参与土地流转的耕地面积占全国耕地总面积的比重达16.0%（万举，2009）。到2012年，全国土地流转面积约2.7亿亩，占全部耕地面积的21.5%。2014年，全国家庭承包耕地流转面积4.03亿亩，流转面积占家庭承包经营耕地面积的30.4%。2016年土地流转规模已经增加到4.71亿亩，占比也已经达到了35.1%（张倩月，2019）。
