东道国制度环境对中国农业对外直接投资的影响
摘 要
2020年中央一号文件提出支持并加速推进农业“走出去”战略，强调培育跨国农业企业集团。在经济全球化和复杂国际形势的背景下，中国农业发展和粮食安全问题受到广泛关注。农业“走出去”是中国农业发展的重要战略，同时农业对外直接投资成为农业“走出去”的重要举措。本文在梳理我国农业对外直接投资现状和实证测度东道国制度环境的基础上，以国际生产折衷理论为基础构建理论框架，以2007至2017年42家中国企业农业对外直接投资数据为样本，运用普通泊松回归计数模型实证分析东道国环境对中国农业对外直接投资的影响。研究结果表明：中国农业对外直接投资区位选择倾向于制度环境较差的国家和地区，其中政局不稳定和存在种族冲突的国家和地区更吸引我国农业投资资本的流入。同时得出以下政策建议：在农业对外直接投资时重视东道国的制度环境、政府改进并完善相关贸易配套政策 *51今日免费论文网|www.51jrft.com +Q: ￥351916072$

THE INFLUENCE OF THE HOST COUNTRY’S INSTITUTIONAL ENVIRONMENT ON CHINA’S AGRICULTURAL OUTWARD FOREIGN DIRECT INVESTMENT
ABSTRACT
The 2020 “No.1 central document” proposes to support and accelerate the agricultural “going global” strategy, emphasizing the cultivation of multinational agricultural enterprise groups. Against the backdrop of economic globalization and complex international situations, China’s agricultural development and food security issues have received widespread attention. Agricultural “going global” is an important strategy for China’s agricultural development. At the same time, agricultural outward foreign direct investment has become an important measure for agricultural “going global” strategy. This paper builds a theoretical framework based on The Eclectic Paradigm of International Production on the basis of combing the current situation of Chinas agricultural outward foreign direct investment and empirical measurement of the host countrys institutional environment. Using 42 Chinese enterprises agricultural outward foreign direct investment data from 2007 to 2017 as samples , the research applying Poisson Regression Models empirically to analyze the impact on the host country environment on China’s agricultural outward foreign direct investment. Research indicates: China’s agricultural outward foreign direct investment location selection tends to be in countries and regions with poor institutional environment, of which the political situation does not stable and ethnically conflicting countries and regions have attracted more inflows of agricultural investment capital from our country. At the same time, the following policy recommendations were obtained: when outward foreign direct investment in agriculture, the institutional environment of the host country was emphasized, the government improved and improved relevant trade supporting policies, deepened international agricultural cooperation, and cultivated the international competitiveness of enterprises.
