随着社会转型不断深化，农村宅基地制度的外部环境发生了重大变化，推进宅基地产权制度改革成为新时期统筹城乡发展的必要条件。本文通过回顾我国宅基地制度变迁历史、评析宅基地改革的现状，分析得出我国农村宅基地制度演变的内在逻辑是政府在根本上决定着制度变迁的方向，改革要在坚持宅基地集体所有制的同时，兼顾农民的保障权利和财产权利；并以制度变迁理论、产权理论为指导，用浙江省义乌市为案例，结合农村宅基地制度改革试点地区的实践做法和成效，重点探究农村宅基地“三权分置”的改革目标、改革思路和实现路径，并从完善农村社会保障体系和推进宅基地改革基础工作等方面对具体制度的设计提出了可能的政策建议。

A Study on Problems and Countermeasures in Reform of the "Three Rights Division" of the Rural Homestead

Abstract：Since the Reform and Opening, with the depth of social transformation, the external circumstance of rural homestead system has changed. So, promoting the reform of rural homestead property rights system has become a necessary condition for balancing the urban and rural development in the new stage. Based on reviewing the historical changes of the rural homestead system and analyzing the current situation of rural homestead reform, it is concluded that the internal logic of rural homestead system evolution is that government determines the direction of institutional change fundamentally, the reform not only insists homestead collective ownership, but also keeps the balance of individual farmers social security rights and property rights. Guided by the Institutional Change Theory and the Property Rights Theory, this paper takes Yiwu City, Zhejiang Province as a case, with the practice and effectiveness of rural homestead system reform in this pilot area. Focusing on the targets, thoughts, completion of reform of the "Three Rights Division" of the rural homestead. This paper puts forward some feasible policy recommendations to improve our rural homestead system from the perspective of completing rural social security system and advancing foundational work of rural homestead reform.
