随着本国老龄化程度的深入以及城市化进程的加快，城乡结合部地区空巢老人数量与日俱增，而作为养老最为弱势的群体之一，他们较为依赖公共养老服务满足自身需求。而今政府向社会力量购买养老服务已成为提升服务供给效率、满足老年群体照护需求的常态化方式。但是，在实际操作和理论研究中，对城乡结合部空巢老人养老需求表达的关注不足，表达机制不完善，使得所购养老服务效果大打折扣。本研究立足在上海市松江区的实地调研，总结城乡结合部空巢老人在政府购买养老服务各阶段的需求表达现状，经定性分析得出以下结论第一，城乡结合部空巢老人在政府购买养老服务三阶段皆面临着相应问题阻碍其需求表达。第二，城乡结合部空巢老人的需求表达对政府购买养老服务的购买结果、服务供给、项目优化存在影响。最后，提出构建需求表达机制的相关思考。

Abstract：With the deepening of Chinas aging and the acceleration of urbanization, the number of the empty nest elderly in urbanrural fringe area is increasing day by day. As one of the most disadvantaged groups of pensioners, they rely mainly on public pension services to meet their own needs. Nowadays, the governments purchase of oldage care services from social forces has become a normalized way to meet the needs of elderly care and improve the efficiency of service provision. However, in the theoretical research and practical operation process, the attention paid to the expression of the oldage needs of the emptynest elderly in the urbanrural fringe is insufficient, and the expression mechanism is imperfect, which makes the effect on governments purchase of oldage care greatly reduced. Based on the field research in Songjiang District of Shanghai, this study summarizes the current situation of the demand for the empty nest elderly in urbanrural fringe area in the governments purchase of aged care services. The qualitative analysis shows the following conclusions: First, the empty nest elderly in urbanrural fringe area are faced with corresponding problems that hinder the expression of their needs in the three stages of governments purchase of oldage care. Second, the demand expression of the empty nest elderly in urbanrural fringe area has an impact on the purchase results, service supply and project optimization of the governments purchase of aged care services. Finally, the related thinking of constructing the demand expression mechanism is proposed.
