技术性贸易壁垒对我国果蔬出口的影响研究
摘 要
技术性贸易壁垒指进口国为保护本国市场及产业发展,在流程、产品质量、检疫检包装等方面制定的一系列标准和体系。蔬菜、水果作为我国主要农产品,其出口频频受到技术性贸易壁垒的影响,因此,分析技术性贸易壁垒对我国果蔬出口的影响,对促进我国果蔬产品出口有一定的参考价值。本文以20052019年我国对越南、日本、欧盟等10个国家和地区的果蔬出口额为研究对象,以出口目的国对我国果蔬产品TBTSPS的通报数为核心研究变量,选取我国GDP、出口目的国GDP、农产品出口价格指数作为控制变量,利用引力模型分析技术性贸易壁垒对我国水果和蔬菜产品出口的影响。回归结果表明技术性贸易壁垒对我国果蔬产品有显著的负面影响,并且,技术性贸易壁垒对水果出口的抑制作用大于蔬菜。由此可见,面对发达国家对我国果蔬产品建立的技术性贸易壁垒,我国应提高果蔬产品企业技术水平,面对各国法规、标准的变动,企业应认真研究并加以借鉴,有针对性地采取措施。
THE STUDY ON THE IMPACT OF TECHNICAL BARRIERS TO TRADE ON CHINAS FRUIT AND VEGETABLE EXPORTS
ABSTRACT
Technical Barriers to Trade (TBT) refers to a series of standards and systems established by importing countries in terms of procedures, product quality, quarantine inspection and packaging in order to protect the domestic market and industrial development. As the main agricultural products in China, the export of vegetables and fruits is frequently affected by technical barriers to trade. Therefore, the analysis of technical barriers to trade on the impact of Chinas fruit and vegetable exports has a certain reference value to promote the export of fruit and vegetable products in China. In this paper, the export volume of fruits and vegetables from 2005 to 2019 in 10 countries and regions, including Vietnam, Japan, EU and so on, is taken as the research object, and the notification number of importing countries to TBTSPS of fruits and vegetables products in China is taken as the core research variable. This paper selects Chinas GDP, the GDP of importing countries and the export price index of agricultural products as control variables, and uses the trade gravity model to analyze the impact of technical barriers to trade on Chinas fruit and vegetable products. The regression results show that TBT has a significant negative impact on fruit and vegetable products in China. Therefore, in the face of the technical barriers to trade established by developed countries for our fruit and vegetable products, exporters should improve the technical level of fruit and vegetable products enterprises. In the face of the changes of national laws and standards, enterprises should study them carefully and draw lessons from them, and take targeted measures.
